Hokusetsu Satoyama Wind Museum was launched with Susumu Shingu, the Sanda based artist, as one of the projects of Hokusetsu-satoyama Museum by Hyogo Prefecture in September 2013. Satoyama means the natural environment around people. Susumu Shingu's Windmill, named Satoyama Windmill was donated to the prefecture and installed at the Lawn Plaza of Arimafuji Park as the symbol of transmission of information in Satoyama.
Hokusetsu Satoyama Wind Museum was continued to have workshops regularly with children in order to give them occasions to think about how we should live in the future keeping good relation with surrounding nature until November 9, 2014.
Since May 2015, without changing its purpose Kazemü Executive Committee represented by Susumu Shingu has been organizing open-air performances twice a year at Susumu Shingu WIND MUSEUM that was born as a result of the installation of 12 wind sculptures in the lower square where Satoyama Windmill is installed.
